This photograph, copied from the 1993-1994 Kansas legislative panel, shows Ruby Gilbert, 1929-2010, from Sedgwick County, Kansas. Gilbert is appointed to the Kansas House of Representatives in December of 1991 to serve the Eighty-Ninth district of Sedgwick County. She goes on to win the 1992 November general election as a Democrat and is the first African-American woman elected to the legislature. During her legislative career Gilbert serves on a number of committees that included: Governmental Organizations and Elections, Ranking Minority Member of Federal and State Affairs, Financial Institutions and Insurance. Gilbert represents the Eighty-Ninth district until 2004.
