A petition from residents of Ness county requests Kansas Governor St. John appoint Ness City as Temporary County Seat when the Governor issues his proclamation to organize the county. Accompanying this petition is a letter from the Notary Public stating that J. W. Bryant, Henry James, and Daniel Wanders swear an oath they are legal electors of Ness County and the names on the petition are genuine signatures of legal voters in Ness County.
