A petition from citizens of Ness County in the town of Sidney, Kansas requests Kansas Governor St. John designate Temporary County Seat of Ness County in Sidney, Kansas. The petitioners explain due to the location of the town, it makes for a suitable and convenient place for County Seat. On the last page of the petition there is a note from the Notary Public stating J. P. Johnson and R. B. Linville swear an oath they are residents of Ness County Kansas and the names on the petition are genuine signatures of residents and legal voters in Ness County.
