A petition from the citizens and legal voters of Graham County, Kansas requesting Kansas Governor St. John appoint certain individuals as temporary County Commissioners, and County Clerk. The petitioners also request that the Governor designate Hill-City, Kansas as temporary County Seat. In addition to the petition is a letter from the Notary Public stating that the petition was circulated by C. R. Jackson and Thomas Beaumont and the content explained to the petitioners.
