The following documents to Kansas Governor Humphrey concern the appointment of members on the Board of Regents for the State University. A petition with signatures from the Douglas County Treasurer, County Clerk, City clerk, among others, request the Governor to appoint W. C. Spangler for the position. A separate petition from Alumni of the University of Kansas endorses Spangler as their choice candidate as Regent of the State University. An application from L. D. L. Tosh, along with letters of recommendation. Further letters pertain to J. F. Billings resignation, recommendations of specific people to fill the opening, and applications from prospective candidates.
