These letters, spanning 1885, are from the residents and offices of Thomas County, Kansas regarding its organization to Kansas Governor John Martin. Many of the letters are signed petitions confirming the population requirements are met for its organization as well as requesting a temporary county seat. There are two Governor's Proclamations appointing an official to verify the population requirements and claiming the official organization of the county. Other letters discuss the appointment of county commissioners and clerks. Thomas County was organized on October 8, 1885 and named for Major General George H. Thomas.
