This letter, dated November 2, 1886, is from the Ellsworth County, Kansas probate judge, J. C. Howard, regarding his resignation to Kansas Governor John Martin. Howard explains that his resignation is due to health. The letter includes a certification letter with signed names stating the vacancy and successor, George Seegmiller. Ellsworth County was organized on August 24, 1867 and named for Lieutenant Allen Ellsworth of the 7th Iowa Cavalry who established Fort Ellsworth in 1864.
