These letters, spanning 1885 to 1887, are from the residents and offices of Cheyenne County, Kansas regarding county affairs to Kansas Governor John Martin. Many of the letters discuss the organization of the county. There are multiple signed petitions requesting reorganization with the claim that their population meets the requirements for the number of electors. Affidavits about reorganization and a long list of names of the land owners in the county are the topic of various letters as well. Letters discuss other county issues like the appointment of a census taker. Organized March 20, 1873, a permanent county seat was established in St. Francis in 1889.
