The rest of the letters discuss admittance into institutions including the Soldier's Orphan Home and Reform School. In 1887, the Soldier's Orphan's Home in Atchison, Kansas opened for children of Union soldiers and sailors. In 1889, regulations were altered to admit all "dependent, neglected or abused children" between the ages of two and 14.
