These letters, spanning September through October 1887, are from state officials regarding the 13th Judicial District judge to Kansas Governor John Martin. E. S. Torrance, the 13th Judicial District judge, wrote his resignation. The state officials wrote an officially signed vacancy letter due to the resignation, while the other letters recommended M. G. Troup to be Torrance's successor. M. G. Troup became the 13th Judicial District judge.
