These documents include a letter from a citizen of Ness county informing Kansas Governor St. John that Ness county was fraudulently organized and remains organized. He asks the governor the proper way of effecting it, such as going through the supreme court, legislature, or another way. He also inquires whether there are any bonds. In addition, there are reports of the efforts of organizing Ness county against the will of the citizens, letters requesting certain individuals to be appointed county positions, among other matters regarding Ness county.
