A letter from a resident in Lincoln County asks Kansas Governor St. John for information on how to organize a new county. In addition, is a proceeding from a meeting held by the Board of County Commissioners in Lincoln County. In the proceeding the board discuss that T. A. Walls, Sheriff of Lincoln County has failed to return certain tax warrants given to him by the County Treasurer, and for this reason the board declare the Office of Sheriff vacant. Accompanying the documents are two letters from Commissioners of Lincoln County informing Governor St. John that T. A. Wells did provide the bonds to them.
