The letters in this file talk about the organization of Gove county as well as the appointment of Census Taker in for the County of Gove. There are many letters and petitions from citizens who support E. H. Hibbard of Buffalo Park, Kansas as Census Taker for Gove County. Accompanying these letters is an Oath of Office for E. H. Hibbard as Census Taker for said county. Other letters discuss matters such as protests against the organization of Gove County, petition of residents of Gove county informing the Governor that the Census Taker is taking names of individuals not part of the county, and changing county line of Gove County.
