Letters to Kansas Governor St. John in relation to reorganizing Osage City as a city of second class. The letter to Governor St. John is a certificate of the Mayor regarding the description of the city and number of inhabitants. The last document is a proclamation signed by Kansas Governor St. John declaring Osage city a city of second class and to repeal former acts.
