The first letter to Kansas Governor St. John is from the Mayor and Councilmen of Manhattan, Kansas, they write to the governor to inform him the city of Manhattan has attained a population exceeding 2,000. Included in this file is a petition from the city of Manhattan to make the city a city of the second class instead of third class.
