A letter on February 2, 1874, from Kansas Governor Osborn, appoints Thomas Chester as Special Aid to accompany and assist Attorney General Williams in the process of executing the law in Howard County. A letter on January 28, 1874, from Eli Titus, requests the Governor or someone from his staff to assist in securing the county records and to enforce the civil law. Several documents pertain to the matter of Howard County, such as an article from Judge W. P. Campbell granting an injunction, a report from the Sheriff, District Clerk, and the Deputy County Attorney of Howard County. Additional documents also pertain to the disturbances of Howard County, Kansas.
