A letter on May 28, 1873, from A. L. Dodge of Wallace, Kansas, states their town has no Sheriff or Justice of the Peace. In the letter, Dodge informs the Governor there have been three murders and requests a Sheriff be appointed for protection. A letter on September 13, 1876, from J. A. Huntington of Wallace, Kansas, asks the Governor who the Sheriff of Wallace County is. A letter on April 3, 1875, from L. F. Blodgett, informs that the Sumner County Commissioners will not accept the bond filed by the appointed Sheriff, Joseph M. Thralls. A letter from County Officials of Salina, Kansas writes to inform Governor Osborn that a report will be sent to him stating that they have a population of 2000 to make Salina a city of the second class, however, that is not true. A letter on March 21, 1876, from Sheldon C. Russell, notifies Governor Osborn that the present Probate Judge, Davis, will be resigning and requests the position.
