A letter on September 10, 1873, from Charles L Hayes, states J. E. Hayes is willing to advance funds to pursue the Benders. A letter from J. E. Hayes, Kansas State Treasurer informs, Governor Osborne of the number of State funds on the deposit in New York. A letter on April 6, 1874, from J. E. Hayes, requests an examination by the Board of Examiners or their legal representation of his office. A receipt from the State Treasurer, John Frances, on May 20, 1874, on sale of public lands.
