A letter on December 20, 1875, from the Commissioners of the Permanent School Fund, submit a statement regarding bonds paid out by the State Treasurer amounting to 17, 848.74 dollars that turned out to be forgeries. In the letter, the officers request the State Treasurer W. Lappin is liable to the State for the amount of money paid out and should be required to refund the amount.
