The documents in this file pertain to matters related to Samuel Lappin and Charles G. Scrafford. This description does not cover all the documents in this file, only a few. A letter on December 30, 1878, from Randolph with Peck & Davis, requests all the correspondence Kansas Governor Anthony has on and related to Charles Scrafford. A letter on July 27, 1878, from Charles G. Scrafford, informs he is returning to Kansas and is ready to meet any decisions that have been or may be made against him. A letter on April 11, 1878, from F. W. Seward, Acting Secretary, encloses a copy of a letter from William F. Clayton relating to the extradition of Charles Scrafford, including expenses, agreements, etc. Several of the documents are receipts showing expenses incurred by certain individuals in the apprehension of Scrafford. Samuel Lappin was the former Kansas State Treasurer in 1875. Lappin and his brother-in-law Charles G. Scrafford of Seneca, Kansas were charged with fraud for forging school bonds.
