A letter on December 29, 1878, from Dexter E. Clapp, informs Kansas Governor Anthony that he received a letter from Captain William Peck requesting the appointment as Fishery Commissioner. In the letter, Clapp asks if such a position exists and if so, if the Governor will appoint Peck. A letter of application on March 21, 1877, from D. B. Long for the appointment as Fishery Commissioner.
