A letter on April 16, 1872, from John Fraser, Chancellor of the University of Kansas, states there is talk among soldiers that the organization of the state militia should be reorganized. In the letter, Fraser recommends General J. H. Bell as the person to reorganize the military. A letter from Colonel A. D. Nelson informs Kansas Governor Harvey that Hays city is not under martial law and that large murders congregate near Fort Hays. A letter on January 24, 1870, from the Acting Assistant Adjutant General of the Headquarters Department of Missouri concerning fifteen thousand rounds of carbine ammunition per the request of Kansas Governor Harvey.
