A letter on January 16, 1871, from J. B. Lynch, asks Kansas Governor Harvey why Sheriff Hortsman refused to qualify as Sheriff of Wyandotte County. In the letter, Lynch advises that if Hortsman didn't qualify due to ineligibility then he thinks that he, as the next highest candidate, is entitled to the place rather than H. W. Holcomb.
