A letter from E. W. Fay asks the Governor if he knows whether the charter sent to the Kansas Secretary of State was granted for the company in Howard County and to provide a reason if the charter was not granted. The following two letters are related to the appointment of Alfred Davis as the Sheriff of Howard County.
