A letter on January 31, 1870, from W. D. Blackford of Washington D.C., states there is tension from soldiers due to back pay and county claims. In the letter, Blackford informs Kansas Governor Harvey that many of the Attorney or Agents who have filed soldier's claims have left or failed to carry it out. A separate letter from W. D. Blackford provides a report of claims made concerning Native American depredations. Another letter from W. D. Blackford, February 14, 1870, states that Senators Ross, Pomeroy, and Clarke all promised to request from the Kansas Legislature to pass an Act authorizing the Kansas Governor to appoint an Agent to investigate Soldiers' claims and requests the appointment.
