A petition from practicing lawyers of Sedgwick County, Kansas request, Governor Harvey appoint Albert Emerson as the Justice of the Peace for the township of Wichita. A letter from W. S. Jenkins of Wichita, Kansas notifies the Governor, he will be receiving a petition for George Salisbury as Justice of the Peace for Sedgwick County. In the letter, Jenkins states that it will not give the county satisfaction if Salisbury is appointed the position. A letter on October 14, 1872, from Albert Emerson, asks the Governor for the commission as Justice of the Peace re-dated as he was not able to qualify before September 30th. A petition from citizens of Shawnee County, Kansas, informs Governor Harvey of a vacancy in the office of Justice of the Peace for Silver Lake township and requests David Codington to fill the position.
