A petition from citizens of Osborne County informs Kansas Governor Harvey there is only one Justice of Peace in the township and is located three miles away from Osborne, which is the County Seat. The petitioners of Osborne County request an additional Justice of Peace be appointed and recommend Joseph Bell for the position. A letter on November 12, 1872, certifying that during a meeting held by Osborne County Commissioners, A. W. Gowen was recommended for the Office of Justice of Peace of Winfield township. A letter, February 13, 1872, from George M. King notifies the Governor in his resignation letter in November he recommended R. E. Baldwin and urges his appointment as Justice of Peace. The following document is a resignation letter on October 29, 1869, from the Justice of Peace of Ottawa.
