A petition on April 12, 1872, from citizens of Leavenworth, Kansas ask the Governor to appoint J. E. Gould as Justice of Peace. The petitioners inform Kansas Governor Harvey that a vote cast for him shows that he is the choice of the people. A letter from J. Bernstine states a petition was forwarded to have Robert Nixon and William Serran commissioned as Justices of the Peace. A petition to have W. P. Byler appointed as Justice of Peace of Tonganoxie Township, Leavenworth County. Other documents are petitions to Kansas Governor Harvey to have certain people commissioned as Justice of Peace of there township in Labette or Leavenworth County.
