A letter on June 8, 1872, from Samuel Jelley, notifies Kansas Governor Harvey there is a vacancy in the Office of Justice of Peace for Ellsworth County. A petition from residents of Ellsworth County recommends H. V. Ferris as Justice of the Peace for their county. A letter from M. W. Henry, Ellsworth County Clerk, informs the Governor they have only one Justice of the Peace and requests James Miller be appointed. A resignation letter from Lyman B. Shaw as Justice of Peace of Ford County, dated August 8, 1873. In the letter, Shaw recommends Herman J. Fringer, Notary Public, as a suitable person to fill the vacancy.
