A letter on October 4, 1869, from W. H. Emmert, tenders his resignation to attend to personal business matters. A letter from Emmerts' brother recommends Captain A. S. Coffin to fill the vacancy in the office of Justice of the Peace for Humboldt, Kansas. A petition, May 4, 1869, asking that Kansas Governor Harvey appoint William H. Emmert as Justice of the Peace of Allen County. A petition to have Milton Mills appointed as Justice of Peace of Anderson County.
