A letter on February 21, 1872, from W. H. Grimes, recommends Judge St. Clair Graham for the appointment for the 2nd Judicial District. A letter from the Probate Judge of Atchison County suggests Colonel Hubbard for the position as Judge of the 2nd Judicial District. There are many other correspondence supporting P. L. Hubbard as the Judge. Several of the letters are from numerous individuals providing Kansas Governor Harvey with their recommendation of who should have the appointment as the new Judge of the 2nd Judicial District.
