This folder on Federal Government comes from the Correspondence series of the Governor Charles Robinson Papers. These documents discuss the Joint Resolution to amend the Constitution of the United States thirteenth amendment adopted by Congress and approved on March 5, 1861. Also included are documents from November 29, 1861, from the Secretary of Treasury that talk about direct tax apportioned among states according to the act of August 6, 1861. The documents that discuss the amendment of article thirteen are important because during the 1860s there were controversies among states and territories on whether to end slavery. The documents related to the act of August 6, 1861 are important because it directly relates to the tax on income. Charles Robinson was Kansas' first state Governor, serving from 1861 to 1863. He was born in Massachusetts in 1818 and headed the New England Emigrant Aid Company's first colony to Kansas Territory in 1854.
