This file includes a letter from Independence, Kansas about bonds that will be due in the next year, 1916, that do not have sufficient funds to pay for them. The correspondent is asking Governor Capper to issue new bonds to replace the old ones when they expire and this in return extending the bond due date. This is part of a bigger collection of Governor Arthur Capper correspondence.
