This is a photograph of James White Frierson Hughes. Hughes was born January 12, 1860 in Columbia, Tennessee to A. M. and Mattie Hughes. In 1881, he came to Topeka to work for the Atchison, Topeka & Santa Fe Railroad. Shortly afterward, Hughes joined the Kansas National Guard in which he became Captain, Co. A, of the 3rd Regiment on August 24, 1883, and the following year, Colonel of the regiment. Court martialed and dismissed from service for refusing to obey Governor L. D. Lewelling's order during the Legislative War of 1893, Hughes was not separated from the military for long. Governor Morrill reenstated him as a Major General of the Kansas National Guard, and subsequently Governor Stanley promoted Hughes to Brigadier General. Equally successful in his civilian life, Hughes opened a retail and wholesale coal business after leaving the railroad business in 1895. From 1905 to 1909, during Governor E.W. Hoch's administration, he served as Kansas Adjutant General. Hughes was mayor of Potwin for the years 1897 and 1898; Topeka councilman in 1899, 1900, 1904,1906, and 1908; and Topeka mayor from 1901 to 1902. He was a member of the Topeka Board of Education as well. Hughes died in 1945.
