This photograph shows inmates Fred Harper, prisoner #9192 and Lewis Weber, prisoner #9633. Fred Harper, also known by the surname Hopper, was received at the Kansas State Penitentiary on December 30, 1899 from Cowley County, Kansas for burglary and larceny. Lewis Weber, also known as Weaver Webster and Webster Orville Weaver, was received at the penitentiary on October 10, 1926 from Lyon County, Kansas for larceny.
