This photograph shows inmates William Woodward, 7837, and W.M. Smith, 9020. William Woodward was received at the Kansas State Penitentiary on July 3, 1896 from Shawnee County, Kansas for arson. W.M. Smith was received at the penitentiary on September 11, 1899 from Reno County, Kansas for escaping from the Reformatory.
