This photograph shows inmates Joe Coats, prisoner #8836 and James E. Williams, prisoner #7749. Joe Coats, also known by the surname spelling Coates, was received at the Kansas State Penitentiary on February 16, 1899 from Shawnee County, Kansas for larceny and burglary. Inmate James E. Williams was received at the penitentiary on April 18, 1896 from Jackson County, Kansas for burglary. He served three terms at the penitentiary once under prisoner number 5534.
