This photograph shows inmates W.E. Labertew, 9016, and Mike Staffelback, 8261. W.E. Labertew was received at the Kansas State Penitentiary on September 5, 1899 from Cheyenne County, Kansas. Mike Staffelback was received at the penitentiary on October 2, 1897 from Cherokee County, Kansas. Both men were arrested for grand larceny.
