This photograph shows inmates Charles Williams, prisoner #9018 and Frank Wicker, prisoner #9517. Charles Williams was received at the Kansas State Penitentiary on September 10, 1899 from Reno County, Kansas for escaping prison. Inmate Frank Wicker was received at the penitentiary on November 2, 1900 from Oklahoma for larceny of a domestic animal.
