James Franklin was received at the Kansas State Penitentiary on May 22, 1899 from Labette County, Kansas for grand larceny. Inmate Henry Sheesley, also known by the surname Sheerley, was received at the penitentiary on December 16, 1897 from Montgomery County, Kansas for manslaughter.
