This photograph shows inmates James Sterner, prisoner #9074 and Chas. Foster, prisoner #9352. James Sterner was received at the Kansas State Penitentiary on October 14, 1899 from Decatur County, Kansas for rape. He escaped on May 12, 1901 and was recaptured. Inmate Chas. Foster was received at the penitentiary on May 7, 1900 from Kay County, Oklahoma for burglary.
