This is a photograph showing Governor John Carlin signing a proclamation declaring the week of April 26 to May 2, 1982 as "Kansas Folklife Week". The fourth annual festival was held at Manhattan's Ci-Co Park on May 1-2, 1982. Present for the signing are (left to right): Kay Meadows, Topeka, crafts coordinator for the festival; Jennie Chinn, festival folklorist; Carol Smith, Manhattan, Kansas, Kansas State University's Division of Continuing Education coordinator; Joan Pease, Maple Hill, festival coordinator; and Joe Williams, Hoyt, music coordinator. The Kansas State Historical Society was one of the festival's sponsors.
