This is a photograph of Pete Loux and John William Carlin in the Kansas House of Representatives' chambers in Topeka, Kansas. At the time this photograph was taken, Pete Loux was Minority Leader and John Carlin was Assistant Minority Leader. Shortly after that, Governor Bennett appointed Loux to the Kansas Corporation Commission which resulted in John Carlin being named Minority Leader. After the 1976 election, Carlin was named Speaker of the House. Three years later John Carlin was elected Governor of Kansas where he served two consecutive terms, January 8, 1979 to January 12, 1987.
