This correspondence to Governor Capper from W.M. Jardine, President of Kansas State Agricultural College, contains Jardine's suggestions regarding the possibility of allotting land in Kansas for returning soldiers. In the first letter, Jardine explains that he is all for soldiers receiving land because "too much of our farm land is in the hands of tenants. No matter how good a farmer a tenant may be he can have no other motive than that of getting the most out of the land in the quickest time and at the least expense."
