This press release describes the efforts of Kansas Governor Payne Ratner and Colonel E. R. Wilbur to promote civil defense eduction in Kansas. Wilbur represented the Seventh Corps Area defense region including Wyoming, North Dakota, South Dakota, Nebraska, Iowa, Missouri, Arkansas, and Kansas.
