Proclamtion.

 

Organizing the County of Decatur and locating the temporary County seat

 

[underline Whereas,] Whereas, A [numerical,] signed by two hundred and fifty house holders, residents of Decatur County Kansas and legal electors of the state, whose signatures have been duly attested by the affidavits of three house holders thereof, showing that said County had Fifteen hundred inhabitants, and praying for the organization of the same:  said affidavits setting forth that they had reason to, and did believe said [numerical] to be true, and

 

[underline Whereas] Whereas it appears from actual [enumeration,] by census returns duly made and certified according to law by an officer regularly appointed [commilsioner] and qualified, that there are [underline Fifteen hundred] Fifteen hundred bona fide inhabitants in said county of Decatur,[underline] Now therefore, Know Ye That I John P. St. John Governor of the State of Kansas, by virtue of the authority vested in me by law, have appointed and [commilsioned] [underline Frank Kimball] Frank Kimball

J, E. D. Stillson, County Clerk of Decatur County Kansas do hereby certify that at the Election held in Decatur County on the Third day of February 1880 for the County Seat and County Officers of said County, the County Commissioners acting as the Boad of Canvassers found that

Oberlin received for County Seat                                           495 votes

Decatur Center “       “           “                    [314 underlined]314 “

Majority for Oberlin                                                                181 “
