This photograph shows Kansas Governor Mike Hayden shaking hands with Secretary of the Kansas Department of Transportation Horace B. Edwards, at an event in Fredonia, Kansas. Hayden's administration promoted and passed a comprehensive highway plan into law at events under the slogan "Highways as Promised". Born in Atwood, Kansas, Hayden entered politics after a decorated career in the military where he held multiple offices from 1962 forward. Hayden returned to Kansas after pursuing politics in Washington, D. C. in 2002, as the Secretary of Wildlife and Parks.
