Former President William Howard Taft writes Kansas Governor Arthur Capper of Topeka concerning The League to Enforce Peace's drive to sell the Third Liberty Loan. Taft stresses the importance of state Liberty Loan drives to the U.S. war effort in World War I.

Taft's letter to Capper can be used to help students understand the importance that was placed on the sale of Liberty Loans during World War I. In addition, Taft's letter can be used in conjunction with material concerning the persecution of those that refused to buy Liberty Loans during the war, including German Americans.
