H. Alvin Moore writes to Governor Allen asking for information about Kansas' plan to eliminate labor disputes. Moore, a member of the Industrial Code Commission of Washington on Industrial Peace, includes an open letter in which he seeks input from the three major factors involved in industrial conflicts: the public, capital, and labor.
