This photograph shows Robert Blackwell Docking being sworn in as the thirty-eighth governor of Kansas. Docking, a World War II veteran and banker from Arkansas City, Kansas, is elected the thirty-eighth governor of Kansas in 1966. He successfully won re-election in 1968, 1970, and 1972. Docking serves more terms than any Kansas Governor. A constitutional amendment approved during Docking's tenure, allows a governor to serve only two four year terms.
